If you are running private campaigns and want network merchants to be able to view affiliates within their private campaigns, you need to grant them the read privilege for User in commission group. This can be configured in the Merchant panel > Tools > Roles.
If you also wish to allow merchants to change the status of affiliates or remove them from campaigns, you should grant the write and delete privileges for User in commission group.
